The third LED Lighting conclave held at Nehru Centre, Worli, Mumbai from January 5-7, 2012 was a great success as there were more than 220 delegates from various organizations. Designers, Architects, Test Laboratories, Utilities, Power Supply Companies, Municipalities, Public Works Departments, Highway Authorities, Urban Development Departments, ESCOs, NGOs etc all constituted the elite delegates.
Dr. Ajay Mathur, Director General, Bureau of Energy Efficiency inaugurated the LED Conclave and delivered an inspiring and most encouraging speech. The delegates were all happy that there is a person like Dr. Mathur heading the apex department within the government dealing with lighting issues.
It was heartening to see that we continued to have a full house on both the days. What is more, the participants represented all the important organizations and disciplines involved with energy conservation. It was a most participative Conclave and much learning was achieved while experiences were exchanged to everyone’s satisfaction. The experts from various fields presented their papers which were very beneficial and leaning for stake holders in Lighting.
Some of the important issues, suggestions and conclusions were made during the conclave:
- The creation of an all inclusive ‘Hub’ for LEDs preferably in NCR with a 10 years tax holiday.
- A systematic plan should be drawn to establish at least a dozen LED capable laboratories in the country
- Lowest slab sales tax/ VAT should be levied on LEDs
- BEE has already identified three areas for LED use viz. down lighters, supplementary roads and retrofit. Standards have been drawn by BIS and within short followed by specifications by ELCOMA. It is proposed that these should be made mandatory to encourage fast conversion.
- The government must encourage international chip manufacturers to open shop in India with packaging to start with, leading to chip manufacture in due course.
- Science and Technology Department must undertake research and development in LEDs.
- There is a need to pioneer studies on eye efficiency in tropical countries under varying lighting colours to re-define specifications in favour of energy conservation.
- There was a strong request for lighting education because a shortage is being felt of lighting designers and lighting specialists.
Besides two days workshop, simultaneously there was a three days exhibition on LED Lighting products where manufactures displayed and demonstrated new technology and applications in LED Lighting. The star products on display were Down Lights, Secondary Road Street Lights and Self Ballasted (Retrofit) LED Lamps.
